Hanoi (VNA) - After more than a week in its implementation, the two-tier local administration model in Hanoi has been operating smoothly and without interruption, demonstrating its effectiveness in state management, and receiving strong support and satisfaction from citizens and businesses.
This positive response stems from a shift not only in thinking but also in action among commune and ward leaders and officials, marked by a service-oriented attitude, enhanced decentralisation, proactive law enforcement, and the restructuring of an operating system that is more transparent and modern. All of these efforts contribute to building a public administration that is truly for the people and closer to them.
According to Nguyen Minh Huong, Chief of the Office of Hai Ba Trung ward, to facilitate public access to administrative procedures, the ward has maintained four support places to assist and guide residents in using public services at No. 44 Tran Nhan Tong street, No. 44 Tran Xuan Soan street, No. 302 Ba Trieu street, and No. 14 Do Ngoc Du street.
The ward has proactively equipped these sites with necessary machinery and personnel to provide support and consultation for residents. Administrative procedure lists have been publicly posted in accordance with the guidelines of the Public Administrative Service Centre, including images of official documents and attached QR codes for easy access.
These support points have been operating smoothly, with the processes of receiving, processing, and returning administrative dossiers carried out in accordance with procedures and timelines. After one week of implementing the new model, the number of dossiers handled in Hai Ba Trung ward increased significantly, reflecting both a higher demand from the public and the initial effectiveness of the new administration.
In Giang Vo ward, the two-tier local administration model has been implemented in a methodical and synchronised manner. Within just the first four days from July 1 to 4, the single-window unit received and processed 301 administrative dossiers. The ward has been fully equipped with adequate facilities and information technology infrastructure; procedures are publicly posted with transparency; and management software operates seamlessly. Civil servants and officials have been clearly assigned roles and responsibilities, working in close coordination in line with the principle of a service-oriented administration.

Co Nhu Dung, Chairman of the ward People's Committee, emphasised that the restructuring of the administrative apparatus is not simply about merging or consolidating administrative units. Its success must be proven through practical outcomes, namely, public satisfaction, effective and efficient state governance, sustainable socio-economic development, and the safeguarding of national defence and security.
In recent days, commune-level authorities have faced significant challenges as administrative boundaries have been expanded and workloads have increased. Long-standing “hotspots” continue to serve as a test of the new administrative apparatus’s capacity for problem-solving. Violations related to land use, construction order, and site clearance demand that commune-level authorities demonstrate their mettle, responsibility, and decisive action.
In Phu Xuyen commune, within just the first three days of July, 15 cases of violations involving the use of agricultural and public land were detected and handled. In response, the commune People’s Committee established an inter-agency task force to conduct intensified inspections both day and night, document the violations, temporarily seize offending tools and equipment, and order on-the-spot dismantling of illegal structures.
Bui Cong Than, Chairman of the People’s Committee of Phu Xuyen, stated that the commune will not tolerate officials avoiding responsibility or showing favouritism. Violations must be thoroughly handled, a hotline has been publicly announced, and residents are encouraged to participate in monitoring and reporting infractions.
