Party chief lauds role of People’s Procuracy in building just, civilised society

Hanoi (VNA) – Party General Secretary To Lam attended a ceremony to mark the 65th anniversary of the People’s Procuracy (July 26, 1960 – 2025) in Hanoi on July 21, during which he hailed the sector's role as a key pillar in reinforcing the socialist rule-of-law State.

At the ceremony, which was connected to units across the Procuracy sector nationwide, General Secretary Lam presented the "Labour Hero" title to the Supreme People’s Procuracy. Prosecutor General of the Supreme People’s Procuracy Nguyen Huy Tien, awarded the “For the Cause of the Procuracy” insignia to individuals who have significantly contributed to the development of the sector. Nine exemplary collectives were also recognised.

In his address, Tien reviewed the historical milestones of the People’s Procuracy. Based on the 1959 Constitution, the National Assembly passed the Law on the Organisation of the People’s Procuracy in 1960. On July 26, 1960, President Ho Chi Minh signed Decree No. 20-LCT, marking the official establishment of the procuracy sector.

This legal framework has been crucial in enforcing laws, upholding state prosecution rights, and ensuring justice. Since its inception, the sector has remained steadfast in its commitment to the principles laid out by President Ho Chi Minh - fairness, integrity, objectivity, caution, and humility. These values continue to guide the sector in maintaining discipline, rule of law, protecting justice, and building a a democratic, fair and civilized society.

Over the past 65 years, the People’s Procuracy has made significant contributions to the country’s legal system, earning numerous awards, including three Ho Chi Minh Orders (1985, 1990, 2020), the Gold Star Order (2010), and various other recognitions from the Party and the State.

Addressing the event, General Secretary Lam acknowledged the tireless efforts of the People’s Procuracy in protecting revolutionary achievements, maintaining political security, combating crime and corruption, and safeguarding justice, human rights, and the legitimate interests of the state, organisations, and citizens.

He hailed the sector's significant contributions over its 65 years of development, underlining that its future responsibility is critical to safeguarding justice and building a professional, modern, equitable, and people-centered judicial system.

The sector must actively contribute to building a disciplined, just, democratic, and civilised society where justice and the rule of law prevail, he said.

To fulfil its important mission, the Party chief called for the continued modernisation of the sector and the enhancement of its personnel. He stressed the need for the People’s Procuracy to align with the political goals of the nation, especially in the context of ongoing reforms aimed at sustainable development. This includes optimising organsational structures and enhancing the capabilities of its personnel.

The General Secretary emphasised the need for a dedicated and principled workforce - individuals who are not only professionally competent but also morally upright, with the courage to protect justice and confront wrongdoing. Prosecutors must be guided by the principles of fairness, integrity, and humility set forth by President Ho Chi Minh. They must continually strive to improve their professional skills and moral character, ensuring they meet the high demands of modern legal work, he said.

He urged the sector to renew its mindset, improve its operational efficiency, and raise the quality of its prosecution work and judicial supervision, ensuring legal, fair, and humane prosecution.

He also emphasised the importance of promoting digital transformation, modernising the sector with advanced technology, toward a transparent and efficient e-Procuracy model that reduces intermediate procedures and improves case processing.

The Party chief expressed confidence that the People's Procuracy will continue to promote its glorious 65-year tradition, upholding the spirit of solidarity, discipline, responsibility, and innovation, contributing to building a socialist rule of law State of the people, by the people, and for the people.

On this occasion, General Secretary Lam toured the newly established Intelligent Operations Centre of the People’s Procuracy. This centre is part of the sector’s digital transformation, aiming to streamline case management, implement digital case filing, and facilitate real-time communication across agencies involved in the prosecution and judicial process. The centre is part of broader efforts to improve transparency and efficiency through advanced technologies like Artificial Intelligence (AI) and Big Data.

This digital trans▨formation is expected to help the procuracy handle criminal cases more effectively, ensuring that data remains accurate and accessible throughout legal proceedings. Future developments include integrating cross-sector data links among the police, procuracy, and courts, using technology to support informed decision-making and enhancing transparency in the judicial process./.
