Hanoi (VNA) – Prime Minister Pham Minh Chinh has issued an urgent dispatch following the capsizing of the Vinh Xanh 58 tourist service boat near Ti Top island in the northern coastal province of Quang Ninh.

The incident occurred at approximately 3:30 p.m. on July 19. In response, the PM extended his heartfelt sympathies to those affected and expressed deep condolences to the families of those who lost their lives. Deputy PM Tran Hong Ha was immediately dispatched to the scene to direct rescue and relief efforts.

To promptly address the aftermath of the incident, the PM instructed the Ministry of National Defence, in coordination with the Ministry of Public Security and other relevant ministries, agencies, and local authorities, to mobilise all available personnel and resources operating near the area to carry out search and rescue operations as swiftly and effectively as possible. Authorities were also requested to provide timely support for the victims’ families and to investigate the cause of the accident thoroughly, ensuring that any violations are strictly dealt with.

The Government leader also ordered a comprehensive review of all maritime safety procedures, with immediate measures to address shortcomings and to guarantee absolute safety for vessels operating in the area.

The National Steering Committee for Civil Defence has been tasked with coordinating the mobilisation of forces and equipment to aid the rescue mission.

The Chairman of the Quang Ninh provincial People’s Committee has been instructed to coordinate closely with the Ministry of National Defence, the Ministry of Public Security, and relevant agencies to urgently and effectively carry out search and rescue operations and address the aftermath of the accident; and provide immediate support, visits, and encouragement to the families of the victims. At the same time, vessels and fishermen operating in the area of the incident must be promptly notified to enhance vigilance and cooperate in search and rescue efforts, as directed by the steering committee.
The Ministry of Construction has been also required to provide personnel, rescue equipment, and any additional resources as needed to support the ongoing operations.

Search and rescue efforts remain underway in Ha Long Bay. By 8:45 p.m., authorities had recovered 27 bodies, including eight children, and successfully rescued 11 survivors.

Pham Duc An, Deputy Secretary of the Quang Ninh Party Committee and Chairman of the provincial People’s Committee, was present at the scene along with other provincial leaders and senior officials from relevant departments and agencies to directly oversee rescue operations. Ensuring the safety of both tourists and crew members has been declared the highest priority. Provincial authorities have ordered all relevant units and rescue forces to continue the search through the night, deploying maximum personnel and equipment. Weather conditions have improved, with easing rain and wind, creating more favourable for ongoing rescue efforts.

According to preliminary information, at 12:55 p.m., the Vinh Xanh💙 58 departed on route 2 of Ha Long Bay, carrying passengers to visit Sung Sot cave and Ti Top island. At approximately 1:30 p.m., it encountered a sudden thunderstorm. By 2:05 p.m., it had lost GPS signal and subsequently sank./.
