Prime Minister hosts Governor of Japan’s Chiba prefecture
Prime Minister Nguyen Xuan Phuc has lauded the head of Japan’s Chiba prefecture for its policies towards helping Vietnamese guest workers with Japanese language learning and housing in the locality.

Hanoi (VNA) – Prime MinisterNguyen Xuan Phuc has lauded the head of Japan’s Chiba prefecture for its policiestowards helping Vietnamese guest workers with Japanese language learning andhousing in the locality.
These policies are necessary to create favourable conditions for Vietnamese peopleto work and live in Japan, the PM told Chiba’s Governor Kensaku Morita in Hanoion March 14.
PM Phuc welcomed Morita’s visit to Vietnam, the second within five months,saying it demonstrates the governor’s special attention to and sentiments towardsthe Vietnamese land and people.
The visit is expected to contribute to enhancing relations between Chiba andVietnamese localities; as well as more broadly the relationship between Vietnamand Japan, which, the PM said, isdeveloping fruitfully and with great strength in all spheres and at all levelswith consolidated mutual trust.
Lauding the socio-economic achievements Chiba has recorded, the leaderexpressed his hope to continue to welcome Morita in order to discusscooperation opportunities between Chiba and Vietnamese businesses andlocalities in the time ahead.
PM Phuc said he believes that the governor will make further contributions topromoting Japan’s role as Vietnam’s leading important economic partner,especially in the supply of official development assistance (ODA), investment,and trade.
In response, Morita shared his host’s views on the fruitful and comprehensivedevelopment of the Vietnam-Japan relations.
Vietnam holds great potential in high-quality human resources, he said, addingthat Vietnamese nationals make up the largest foreign community living andworking in Chiba.
Morita said that the Vietnamese are hardworking in both employment and studies,noting his hope that there would be more people from Vietnam coming to work inthe prefecture.
Chiba is also building and fine-tuning policies in an effort to attract moreVietnamese labourers to the locality, he said.
Morita pledged to do his utmost to strengthen cooperation and friendshipbetween Vietnamese and Japanese people.–VNA

In 2019, the Vietnamese association in PEI was established as a non-governmental organisation to support integration and development within the community. It has since organised a range of activities to maintain cultural identity, foster community cohesion, and strengthen ties with the homeland, while also contributing to the development of the host society.
Vietnam’s participation at the meeting underscores the country’s consistent foreign policy of independence, self-reliance, multilateralisation and diversification, and proactive international integration in a broad, deep, and effective manner. It also conveys Vietnam’s ambition and determination to enter a new era - the era of the nation’s rise.
The amended law will take effect on July 1, 2025, except for provisions on civil servant evaluation in Section 3, Chapter IV, which will be implemented from January 1, 2026.
